Conclude
The plane exploded after leaving Moscow. In June, Prigozhin led a brief uprising in Russia. A search into the cause of the crash has not concluded, but officials say it may have been a planned wrongdoing.
In this case, conclude means to arrive at a final judgment through research or reasoning. But conclude can also mean simply to finish.
