U.S. President Joe Biden approved an emergency declaration for California in January because of severe weather.
Drench
The declaration came as another wave of heavy rain drenched the already flooded state. The storms, which began in late December, have caused at least 20 deaths, flooding, mudslides, home evacuations and road closures.
To drench is to make something extremely wet. You can drench plants with water. But it can also be used inexactly, as in a room drenched in sunlight.
